I consider it less a dress as part of their body. And if anything I see it more trenchcoat-like.
Though she's been forced into actual clothing before including a pink fluffy dress and was still perfectly capable of kicking ass (if a little weirded out)

The funny thing is, in the earlier days of her character design, she used to. I even got a comment comparing her to a stick once, and in response drew her as an actual stick as a joke.

...I guess she's gained a little room for organs since then.
