Body seems to long for the legs, it looks uncomfortable. Try making him fatter and smaller.
They outline seems to heavy on the underbelly and frontal leg, maybe try using the outline shade colour.
Another small detail, the 'tuft' of hair on it's head is split into 3 partitions rather than in half like you've presented. Easy fix. The ember seems like it's sort of just, farting out rather than blasting a stream of fire, idk if you wanted to do it like this as that's the way it's presented as gen 3 and lower Ember is used like that.
The only other things that bother me is the outline on the upper belly, the way how the shading cuts out for like 3 pixels. Also

I noticed the hair part, but too lazy to fix it. it's suppose to look as if it's pulling its body back. I was trying to make the ember look like a mix of flamethrower and ember the way it looked in the Gold/Silver games.

And like I said to Kami, the outline is designed to be black-only because like in several games, they have sprites as black only with the exceptions of anti-aliasing. But I could fix the hair, I admit, I didn't do a great job on that.

His outline seems awefully dark, though, for some reason. o-o

Well, it's suppose to be outlined in black only, but i've made some anti-aliasing with that dark beige.
