well he was a very unpleasant character in personality , would make a good antagonist , kind of already is, since he made the halos installations

Unfortunately, he got fried in Silentium.
...But, it is sci-fi. No one's really, most sincerely dead without a body on the slab. And sometimes, not even then!

indeed, when it comes to the forerunners they have a habit of using tech far beyond the expected too

but i guess he could have made aback up of himself in monitor form,
like with 343 guilty spark being a human mind perhaps?

Doubtful. He had nothing left in the end. No family, no people. There was only his Halo and his Ark. He wanted to die with his weapon.

indeed, tough i guess it remains in the hands of the writers as to his links to any possible future content

though i would say his legacy is already far reaching in the lore and probably doesn't need any more
