I also want to know about these guys (beyond the master weaver/builder skills). They look like the severed tail of a fuzzy lizard.

They are a curious, good natured race. They communicate through the use of harmonics. They are capable of placing other beings into a trance with their songs. Some are abducted and kept as pets. The organ with which they produce the hypnotizing sound is altered to instead provide the listener with a pleasant intoxication. The material they produce is also stolen and used by criminals to forge buildings, weapons and other goods.
This is a tricky business, however, because many times, the intelligent and resourceful creatures have found a way to rescue their brethren and regenerate their abilities back home.

I appreciate questions, it makes me answer them on the spot if I haven't thought of it yet or at least start thinking about them.
I think I intend these guys to be weavers, as in they spin an incredibly durable silk-steel. They build ships and buildings. Perhaps their tails are very prehensile or they are telekinetic.
Clothes are always tough for limbless creatures, but tails usually solve the problem. They need I.D. pouches too I guess!
