Well they put Fu in Xeno2 DLC, and gave him a personality of... basically a Dragon Ball fanboy. Using his time breaking to stage what-if scenarios he thinks are cool and then betrays Dabura when he gets bored of his evil plan. Uh, spoiler alert, I guess, if you haven't played DLC 6 yet.

I think we haven't seen the last of him yet. Hopefully they develop his backstory a bit further.

You should give Fu a transformation like Final Form Mira, except more fit for heroism; so instead of being exact, get rid of the Breaker Symbol and put a Patroller Symbol instead; keep the pants, socks, and shoes of the usual form; make the hair more like SSJ4 Goku mixed with Final Form Mira (so basically still white, but a shorter Final Form hair that fits Fu's style); give his pants that coattail (since Towa would also have a similar one); and give him yellow wristbands, since neither of his top clothing pieces would be there anymore.
