Well, I certainly never heard that in any developer stories for Pokemon, but I also admittedly haven't gone looking for anything on Lopunny's concept ideas.
So I guess I wouldn't know, but I'm gonna opt to believe that's not true. >_>

This implies that's all just speculation. Not that's ever actually under any circumstances been confirmed. If it's just conjecture, which this implies it is, then I'm gonna stick by my belief and say it's very much not actually true.

Liopunny is one of my top favorite Pokemon... rarely is portraited with such dynamic action.
