This story begins with Emperor Cadaver empowering Ned the Necromancer, an old nuisance enemy of Venus de Milo of the Teenage Mutant Ninja Turtles, with an artifact that enhances his power to the point that he is now capable of resurrecting the dead of every universe, dimension, and reality.

Ned demands to know if he has to give anything for his new powers. Emperor Jasper Cadaver simply tells him that all he has to give is satisfaction in knowing that he is just one of many crooks, scoundrels, and miscreants distracting the heroes and heroines from stopping Cadaver's evil scheme.

We cut to Venus, General Carbine (holding her and Throttle's son Felix), and the Autobot Arcee, who are in the middle of a fight with the Decepticon construct Devastator, the Pit Boss, and the Dragon Lord's children. Venus correctly surmises that someone has to be pulling the strings.
