Venus de Milo of the Teenage Mutant Ninja Turtles meets up with her husband Slash and their twin children Apollo and Artemis after Slash and the kids have gone trick-or-treating. They find the party Venus started invaded by all sorts of nefarious creatures. Inside the building, Venus sees what appears to be Emperor Jasper Cadaver, except it's actually Jasper falling under the control of the evil spirit Emperor Chaos once again. Apparently, Richter the Ruthless revived Emperor Chaos as part of his scheme to reveal why it's a waste to give your enemies a chance of redemption.

After handling the crisis at Sheep's house, we see Sheep and Swanky join Courage, Shirley the Medium, the Crypt Keeper, and others with meeting back at the Halloween party.

Richter the Ruthless boasts that he's kept his promise of returning after the children of Mo Skito and Mitzi Moth of the Feelers were born and after Shirley had been pregnant with Courage's puppies. The Feelers also happen to be at the party and are quick to object to Richter's unfounded insults, with Mo Skito dressed as a vampire, Stinger a mummy, Max dressed as a skeleton, and Mitzi simply donning the apparel of a goth woman in the vein of Morticia Addams or Elvira, Mistress of the Dark.

Mitzi points out that none of the people they've associated with (their manager Mr. Katzeneisner, the owner of the recording studio they work at named Crusty, and Legs, the spider who hangs with them). Richter the Ruthless gives the rebuttal that Crusty almost killed Mitzi when they first got into the recording studio.
