He is a Sonic from another Zone. Put it this way, Scourge(who's real name is Sonic) is from the Evil/Anti Mobius which is technically another zone. Zonic comes from the Zone where cops regulate and to make sure no one "Zone hops" like Scourge and Sonic do. There's also Zespio(Espio), Zector(Vector), Zobotnik(Robotnick), and so on so forth.

Ouch, Zonic got a cut and is bleeding again, funny how in sonic shows and stuff you don't see much bleeding or anything but this drawing makes him feel realistic, love his expression too. It almost tells a story in this picture, like they say, a picture has a thousand words, nice work
