How would the radio stay on his necktie? I'm not sure that's how it works.

It may not be where you're from, but I've seen officers in my city do it and even I have done it when I was in the Police Explorer program and was issued a radio. It holds. But then again, our department's neck ties are clip on and have button holes to make sure they stay on the uniform.
