Dr. Victor von Frankenstein from Shin Megami Tensei: Devil Summoner series.Part 9/12 of my SMT tribute project.
This is one chara I really couldn't pass up >D
While he may not be the most important character in the story, his role in the game itself is. Basically, he's the "Igor" of the Devil Summoner series, doing similar chores to the Velvet Room's host, only A LOT more demented.
I'm pretty sure you got the reference in his name, so what do you think he does in the game? He experiments, that's what >3 you provide him with demons, and he experiments with 'em, he manages fusions between demons, he summons the demons whose data you've saved, and naturally, science could always pull off a prank on you and something unexpected happens during these >D
Also, as opposed to Igor, who looks the same in every Persona game, Dr. Victor here has a few quite different looks in each game he appears, this particular look being from "Shin Megami Tensei: Devil Summoner Kuzunoha Raidou vs. The Soulless Army" (yay for overly lengthy titles |D), because I thought it gives off his "mad scientist" persona rather well (or at least better than his other version, even though he's always equally mad XD)

Dr. Victor jest szalonym naukowcem, to i mu tak szaleńczo z oczu patrzy.
Jesli rysuje fanarta, staram się ozwzorować postać mozliwie najlepiej, w tym równiez kształt oczu.

Even though I like how I do them psychotic grins, I do my best to improve these as well (even though I should really work on more varying expressions |3)

Well, they just like the variety with these
We already got a mysterious altar managed by even more mysterious and shady nameless charas, we got a mysterious room with a freaky host summoning personas using cards, hell, later on we've had a bidding site (complete with a "golden subscription" option XD), so why not a mad scientist?
And it doesn't stop with a name alone, he actually does some shady experiments in there to complete that archetype
So yeah, I thought it's prime time Dr. Victor got some appreciation >D especially with how much attention Igor gets |3

That's why I love that company so much >D no matter how many games of the series you play, thay'll always make something that still amazes you >3
Heh, not to mention how they can turn the most cliche and overdone themes and motifs into something new and original XD

Hehe, each version is cool in it's own way, like I said, I chose that one only because it showed off his mad scientist persona the best
