Actually you can see what's under his eyepatch by equiping a hair costume.
The eyepatch is part of his hair, not his face texture.

In the official webtoon that was published by KOG, on one of the splash pages you could see Esper and Time in a modern setting, in which Time has a black eye without the eyepatch!Β

Even though it isn't hinted, but you are actually right. When you finish the Time Tracer's job advancement quest, Add becomes harmfully exposed by Nasod toxin (According to some Korean Wiki, though I don't know what he is exposed to...Maybe a side-effect of the Dynamo time travelling equation???) and his body cannot withstand the amount of power his Dynamo is out-putting. So, Echo creates a deviceΒ ( The trademark eye-patch) Β that suppresses the side-effects.Β
So, Yeah. Add wearing an eye-patch can strongly support that his Dynamo-controlling device (His "eyes" or lenses in this case) is going out of control and hence the name of the Nasod armor passive: Overlimit.
But, that's my theory.Β

I haven't seen the comic yet, but in the game, Diabolic Esper's eyes were only black when in awakening.
