Kaien seems to be such a nice fellow too, but I never met him so I can't say. He looks really nice though!

Im honestly so flattered you have no idea ;w;
I usually start out with marker tool to sketch out the bg, then use the the lining tools in sai to do the lineart. I filled it in and shaded most of it with the standard brush before using this fabulous texture for the ground:Β texture 20 Β
I added a bit of gaussian blur in photoshop and played with the color balance c:

I actually started to dislike her timeskip outfit a lot and was going to change it but after seeing this picture i like it again.Β
And i never knew he was so tall. 
It's nice to know you haven't forgotten about me. ;-; cause i do like to rp himawari and kai together, and i love how they interect- It's so funny. xD- but life. life wants too much for me now.

now tell me. how do you get this blurr-effect on the lineart without evertyhing looking totally blurred

Forgive me for making this complicated but here's what I did for this particular piece:
I separated the characters and background into two layers, then duplicated the bg layer and set the top one to 6px gaussian blur. I lowered the opacity to around 40%, usually depends on how prominent you want it to be, and then merged the two bg layers. Next I set the character layer to around 1.2px gaussian blur (this time without duplicating the layer). Then I merged the character and bg layers together, duplicated the newly merged layer, and gaussian blurred the top to 6px again, setting the opacity to less than half, though I can't remember how much exactly. I played with color balance and set a pattern overlay (play around with the scale and opacity) on the blurred layer and voiala c:
