It's a lengthy process/explanation, but once you've got it, it doesn't take that long to apply. This is how I did it, in two parts:
(I'm using photoshop here)
-Make a flat grey image
-turn it into a bitmap - this should get you a large page of dots (you can adjust the size of them and everything)
-save the image
-use the pattern maker to make a pattern, consisting of one dot in the middle and four quarter dots in each corner
-use this pattern with the Pattern Stamp tool, like a dot-paintbrush
also, if you're shading large areas, or certain colours:
-open your dot page
-select colour range black to get the dots
-copy paste as a new layer
-in the other layers, select the areas/colours you want shaded
and inverse the selection, and delete (or just erase manually)
There may be easier ways, but I work in pretty basic cut/paste formulas
You can adjust the opacity of your dot layer, as well as change the colours of the dots at some point for cool effects and stuff

Alternatively, crack open 'paint', draw five or six dots. Copy. paste. Set 'draw opaque' to false. Paste all over
Strangely, I find I have more control in paint for windows than I do in any image editing program. They're all too dependent on the 'human interface device'(mouse). And I have a touch pad.
Getting up close and personal to every individual pixel makes me very happy.
That said, I wouldn't be able to come up with my 'paint' plan had you not explained it.
