Random has just found a screenshot/artwork they like a lot. So much so that they think it will make a REALLY AWESOME base. How do they make this happen?

1) Save it.
2) Open it in Photoshop or MS Paint or whatever graphics program they prefer.
3) Create a new layer above it.
4) Trace the outline of the screenshot/artwork.
5) Delete the original screenshot/artwork.
6) Fill the areas that should be filled (eg: the body, eyes, mouth, etc)
7) Stamp their name on it.
8) Share.
9) Make sure they mention: "you MUST credit me if you use this base!"

OR

...
3) Use your magic wand tool to select then delete the insides of the image.
4) Clean the leftover outlines up.

I'm not here to get into an argument over what's acceptable or not on dA. My question is:

How is this not tracing?

I've talked to a few people and they said that it's not, because it's for a base. But from the way they described how they make them and crap like that, it is.

Anyway, made this to stave off the oncoming rant on the topic. Personally, I don't use bases, but I respect the base makers who put in hard work and effort into making their original creations. Kudos to you~
