My personal headcanon is that Fluttershy is an expert swimmer, like Rainbow Dash is an expert flyer. She uses her wings as extra paddles to steer/swim faster. Another, related bit of headcanon: Rainbow can't swim. At least, not without wearing several different kinds of floaties (the ones on your arms, an inner tube around her waist, etc)
