That dress is black velvet whatever on the front and then really really thin shiny teal/light blue fabric that has bunches on the sides and back (a variation of the mermaid dress style) so that when she walks it's constantly flowing all around her like her tentacles. She tight laces because....octopus mermaids..corsets...fck yeah.
