That's not what you asked. Making it look cool could merely refer to the method they took a shot, producing some effect.
You asked if it was a manipulation, referring to work done on the computer. However, work done to enhance a photograph is called post-processing, manipulation is changing a photo so much that it is no longer considered a photography. So yes, it is insulting

Thanks, I used a telephoto lens to isolate the branches and then a long exposure to make the water appear white and erase the waves

These sharp entangled black branches in the seemingly endless white misty landscape... I love it. So dreamlike, possibly nightmarish but not really. The white calm around it has a soothing effect.
