Well, I'm not sure if Cell can absorb Android 13, like we see with Andorid 16 Cell can't absorb not-organic parts. And we don't really know if 13 is an Android or a Cyborg.Β
But I guess Android 13 would defeat imperfect Cell easily, maybe even Semiperfect Cell, I don't know if he can defeat Perfect Cell.

Well, this is just my opinion.
Wonder if we will see them in Dragon Ball super. In the videogame promo they were here, so maybe they will appear.

Well, it depends if Android 13 is a Cyborg, or fully mechanical. He as the only of the movie androids had a fully normal look (Android 15 had ourple skin, and a dome under his hat, exposing his mechanical head, while Android 14 had chalk white skin). It's also notable that despite wearing a hat, he doesn't have a dome on his head, his skin seems to have a fleshy organic reaction when absorbing components of Android 14 and 15 , as well as having the ability to transform (which was only shown by organic or partially organic Androids, like Cell and Super 17). This may all point to Android 13 being partially organic.
So Cell might want to absorb him, for a further power up. It's hard to say through how powerfull Android 13 is. In his base form, he might be weaker than 17 and 18, seeing how Goku (who was probably in this movie roughly around pre-Hyperbolic Time Chamber Vegeta level) could match him, while 18 completelly humilated Vegeta. This is noted on Dragon Ball wiki too .
After absorbing 14 and 15 he's is very probably stronger than 17 and 18, probably on par or stronger than 16.
Interesting thing to note, is that Super 17 seems to be partially inspired in design by Android 13 (both pre and after trasformation - Super 17 physicue and hair look somewhat like Android 13's before transformation, and the cuts' on Super 17's shirt exposing his shoulers, are analogous to Super 13 armored shoulders).
Aside from Toei reusing character design, it's possible Dr Gero incorporated elements of Android 13, into Hell Fighter 17, especially seeing both androids were meant to fuse into Super Androids, and GT shares the universe with movies.

He would be even stronger... Or nothing would happen, he tried absorbing 16 and we know how well that went... I think that the reason why he was able to absorb 17 and 18 was because they were cyborgs, and not true 100% mechanical androids like the rest.

There's a suggestion for a picture that you could make. Android 13/Super 13 vs Super 17 vs Cell to see people's opnion on who is truly Dr. Gero's ultimate creation. Mostly because even I have a few doubts about that.
The only thing I'm sure of is that if I were to put these in a list from weakest to strongest, Super 13 would be at the very bottom.
