Check the tag grouping, it's Photoshop. I'm not sure which version though.

Oh! This is actually quite helpful, this seems to be a technique at least 60% of the advanced artists I know use, and as common as it seems it blew my mind how they did that.... for me, I either have a complete painterly style with no line, or just line which looks closer to anime, so this makes me feel like the world now makes sense
