It's saying that Samus is the last Metroid. She was merged with her baby's DNA and gained it's abilities. But she destroyed Galactic Federation tech at the end of fusion and likely is now a wanted woman.
Unless I'm reading into it wrong, Samus is in a jail cell in that picture, but there's still destruction going on outside that only she can stop. Metroid Dread was the project name for Fusions sequel, hence the picture's title.
