because they're new and haven't been exposed to the elements yet such as the sun because they been sitting in the womb for so long. Also the womb contains a fluid called the amniotic fluid and for some reason it makes hair and skin soft. So when a puppy is born it's fur will feel soft. That's why puppies feel soft. Because they been sitting in water for a long period of time.

I actually saw a dog the other day when I was entering this cafe and it was so soft. The old guy who had it said to be gentle with it. The dog was so docile. I though of you afterwards.

It was blonde with medium length fur and brown eyes. It had that black stuff around its eyes and looked tired when I was leaving. It seemed like a good dog in the sense it was calm and obviously loyal.
