That is actually a character belonging to the artist who commissioned the image! I've unfortunately long since forgotten the character's name.

Creature design plus Sonic plus green blood, holy crap does want.
I'm not completely sure how the joints in the fingers work- is it just me, or does he have an extra joint in there? (That, or just an immobile bend upward from the fleshy part of the finger to the bony/keratin/chitin claws, which would make them anatomically more like evolved/mutated fingernails)
From the appearance of the eye, and the title of "ERROR", I'm almost inclined to believe this critter is bio-mechanical, which would make it an added does of awesome. I do know that at least in my mind, his eyes change from the top two designs to the bottom design when he goes into killing mode.

The best combination there could be!
The bent joints in the fingertips are a stylistic touch, there is no extra joint (but it does indeed look like it). Warping fingers and joints is something I quite enjoy doing, the results can be wonderfully surreal.
As the character isn't mine I can only speculate, but I do believe they are biomechnical!

Well, I can definitely support your claim on the warped fingers. I've seen a lot of your nightmare fuel style (this isn't the first time I've skimmed your gallery) and I just adore your creature designs. Especially the multiple-pupils-in-one-eye deal.

So, I absolutely love your creature design. This may be described as "nightmarefuel" and aptly so but I'm kinda too busy freaking out over how awesome it is. Bioluminescence, gill things, the fact that the fibula sticks out from the rest of the leg... And, of course, the colors. Dear conscience the colors. The more I stare at this picture the more awesome I find.
I aspire one day to draw something with glowing teeth. I have never -not- seen that turn out amazing.
