Made with Clip Studio Paint. Still learning new / better coloring and rendering techniques. Jigglypuff was originally added as a joke between a friend and I which is what spawned this whole image!

It's mostly oriented for Photoshop, but I think it could be of some use to you (I think Clip Studio Paint has Layer modes?). I have yet to try them, but I'm looking forward to testing it soon.
I feel that the only problem here is the rendering rather than coloring, like in Kloanoa's fur, the transition doesn't seem very smooth. Same goes with the eyes of Jiggly and Klonoa.
