That's a nice idea, maximally fractal. If that means "most self-similarity across the most scales" it might be close. Every 3x3 is strongly correlated with every 3x3 (at every third offset) at every scale factor of 3. But this one has more by that measure -- every 2x2 at every scale factor of 2 -- although it doesn't have the nice contiguous spiral forms.
