Well, the way the armor looks to me is that it would be modified to have less solid rigid plates and thinner, more-advanced surfaces which are attack-resistant but are more-analogous to kevlar or gambeson to decrease weight and sound produced when the trooper is moving. The hard plating like that of standard armor smartly covers just the rigid parts of the body, but the majority of the suit is less-segmented and detailed, giving off the impression that the suit has better sensor-scattering properties. The rigid chestplate would just be there as is simply because it is already the most-efficient way to cover the vital areas and maintaining the shield generators. The cloak would likely have a plethora of features, such as light-refracting smart-paneling, energy-based stealth systems like the Covenant use except they don't drain the shields, maybe act as modified shields that differentiate between scanning and attacking impacts. The cloak would also have measures like ECM and heat-absorption/dispersal to make it harder for thermal sensors.
To aid in noise-minimization, maybe the stealth troopers also have miniature magnetic/gravitic emitters on the hands and feet of the suit so they can crawl up surfaces counter to local gravity and make less of an impact on the surroundings that other equipment like climbing hooks or whatnot will produce. This would also decrease the weight load of each trooper.
