Description
By far the largest branch of Starfleet in terms of personnel, infrastructure, and the variety of its assets, Administration, and Relations provides the framework for all of Starfleet's operations. Its presence touches every world within Federation space and its influence within the organization has been dominant throughout all of history.

Mandate
The mandate of the Administration and Relations branch is to develop and maintain the diplomatic, bureaucratic and physical infrastructure of Starfleet and the Federation. It builds the foundation upon which all other Starfleet branches operate and acts as the connective tissue between them and the Federation's political realm.

Reputation
By the other major branches, Administration and Relations is often seen as representing the Federation rather than Starfleet. This is both seen as a positive and negative trait, depending on the observer.
To many Starfleet officers, this branch represents overbearing bureaucracy and protocol dictated by politicians and outside interest groups, that often stand in the way of getting things done.
On the other hand, this branch has a high standing the Federation council and many minor member worlds who see in it the best way of making their interests and priorities heard within a Starfleet that would otherwise be entirely dominated by the ad-hoc ambitions of its captains and admiralty.

Assets
The smallest, most widespread and numerous assets of the Administration and Relations branch are Starfleet Offices attached to Federation embassies and facilities in nearly every population hub on all its member worlds. These officers are the basic gateway for the Federation's political and civilian world to engage with Starfleet in any form.
On these offices rests a growing hierarchy of administrative facilities, roughly parallelling the Federation's governmental structure, up to sector-wide logistical hubs and coordination centers. These are often entire starbases in their own right and in charge of coordinating the deployment of Starfleet assets in collaboration with local forces on a sector-wide scale.

Beyond this bureaucratic and political infrastructure, Administration and Relations provides the Federation with basic amenities such as subspace communication networks, sensor grids, as well as emergency services such as Starfleet Medical and Disaster Response. All of these are compartmentalized into large divisions acting with a great deal more autonomy than most of the subdivisions of other branches.

Administration and Relations operates relatively few Starships directly. Those starships that it does maintain are typically couriers and diplomatic vessels, ferrying dignitaries between member worlds and occasionally acting as neutral ground for negotiations. A famous example of these is the USS Hood that gained some prestige due to its frequent aid to the USS Enterprise-D on various missions.

Supporters & Relations
Despite the reputation of overbearing bureaucracy, the sheer necessity of Administration and Relations as a major branch of Starfleet was never questioned within Starfleet or the Federation. While individual policies and doctrines have been criticized over the course of its history, the branch itself is generally well-regarded.

History
Long before Starfleet had built its first official starship, made its first scientific breakthrough, or won its first battle, it already had one of the largest bureaucratic divisions on Earth. The administrative apparatus necessary to send humankind into space and engage in diplomatic relations with the Vulcans properly required a level of political cooperation and coordination that was unprecedented in human history. By uniting agencies, companies, and governmental divisions from all around the globe, Starfleet facilitated the effective use of all their resources that were necessary for the big endeavor of humanity to work.

While the influence and power of Starfleet's other branches have varied between different times in history, the Administration and Relations branch can look back at an interrupted growth of importance and complexity. It has been subject to all the trials and challenges faced by the Federation and saw major restructuring more than once in its history, but the branches sway over decisions in Starfleet and its influence with the Federation has only grown stronger over the centuries.
