Photo manipulation? No way you could see that many stars in a big city...

You could using HDR techniques if the city didn't physically pollute as much as other modern cities. Two types of light pollution really - haze from pollution scattering light making it impossible to see dark skies with photography or with the naked eye. The other type is more often seen in small remote towns where there is no haze but if you are in town the stars are hard to see because they are adjusting for the strong light of buildings and streets but you can expose for both with a camera and blend...However this is a photomanip
