Winner of race can train to become an Elite Wonderbolt.
Race is held every 3 years.
You must be 15 to enter to race.
Current Elite Wonderbolts are 15, 16 and 16 years old.
Non of them are old enough to have entered the race before, unless the age limit used to be lower, but since they're so close in age I'm guessing they got to be Elite Wonderbolts another way. My guess: they were in the ragalur part of the acadimy and proved themselves so good that they got chosen to train as Elites.

The contest is held ever 4 years, not 3.
Also, only Soarin' said that he became a Wonderbolt by competition. You are right in that the age restriction was either lower when Soarin' competed or that something else happened to allow him to enter. Maybe, the winner of the children's division is given a scholarship to the regular academy, then can become an elite if they pass a physical exam.

Doesn't really change anything, none of them could have gotten into the Elites by winning to competition as it stands now. I hope Mauroz explains it in it's entirety at some point, it's bad even that we have to guess this kind of thing about MLP itself.
