I remember when I was little, I use to always watch Inspector Gadget. No matter what day it was on, or what time it was on too. I'd always catch the Gadget man. Lately I've been thinking... I actually want to make a new, Neo Gadget animation. He was a great influnce on me back in the day, like Astro Boy was. I'd think it would be a good idea to revamp him!
God Bless whoever invented Inspector Gadget!

Gadget's real name being Jono Chairo (John Brown in Japanese) While not stupid Gadget is STILL an idealist and so maybe a LITTLE gullible tendiong to beleive in the best in people so he's still a little susceptible to a disguised MAD agent, but catches on by himself fairly quick.
Burein (Brain) is Data Dog like EIN from "Cowboy Bebop" but acts more as an assistant than bailing Gadgets ass out of trouble.
Penny Chairo is a natural for a Japanese heroine since her parents are dead. Her parents created the cybernetics for Jono and encoded them on a series of microchips. One is embedded under Penny's skin, thats why MAD s always after her.
Capeman as a Masked Rider type hero
Chief Hiro Quimby is an American who was born in Japan and has risen through the ranks to a director in the American CIA as a diplomat for the Japanese version. He was picked to head the new anti-terroism joint venture between Japan and America, so Gadget has a more logical reason to go globetrotting than when Quimby was a regular Police chief. He has an assistant named Heather, a moe American redhead in glasses.
For the Gadgetmobile have a Nissan Cedric that turns into a Nissan Caravan (Both common Japanese police vehicles.)
Most MAD agents can be parodies of anime characters. They aren't quite as obvious bad guys as the agents in the original

Claw is a Chinese cyberneticist turned crime lord, Cassius Law (C. Law) He was the department head for Project G.A.D.G.E.T. (General Automatic Devices Generated for Efficient Tasks)
He was the mentor to Jono's sister-in-law Tiga, who invented the nanotechnology that powers Gadget. In killing Tiga and nearly killing Jono to steal the nanotechnologysomne nanites spilled onto his arm, converting it into a cybernetic clawed gauntlet some splashed on Law's face, enablim him cybernetic linkage to computers with thought.
Cassis, now calling himself Claw, fled home to China where he set up the Mechanized Agents of Destruction MAD. Blaming Gadgets clumsiness for his disfigurements. He may even have a tie to Hiro Quimby
Basically Claw is the same guy, same voice and mannerisms. MAD just has more of a Chinese aesthetic, is less clownish and more of a mecha theme.
Another villain will be Billionaire idustrialist Sanford Scolex. No Claw, but still a flamboyant, egotistical jerk who ends up being the guy who kills Jono's twin brother Maurice (Penny's Dad) Not the twit he was in the movie, Sanford is a Lex Luthor type who is a master at covering his tracks. He also creates the psychotic R.O.B.O.-G.A.D.G.E.T. (Robotic Operational Being Optimized for Gregarious Assassination, Dangerous Gratification and Extreme Terror)
Quimby has two contacts internationally whom he share equal command rank, General Roy Suhrr and Col Jean-Paul Nozzaire.

Know I'm late, but those are some extremely well thought out comments. I don't normally watch anime or anything like that, but I would totally get into the series you've described. But instead, all we got was the annoyingly jokey 2015 reboot.
