Yes it does. Go to the Filters menu, then select "Extracting Lines"

In your layer panel there should be a plus button on the bottom left corner. Clicking this will bring up a menu. One of the options will say 'Add an image by taking a photo'. Now you'll be able to follow the steps in the video.
