Several things. First, what of Arresterdramon Superior Mode? As he has a mode change, and could take down Gigabreakdramon, wouldnt Arresterdramon be a Mega? Second, I agree with the sentiment of Tuwarmon being an Ultimate, as Chou-Shinka is generally used to summon an Ultimate. Third, Omnishoutmon I actually believe is a Mega, as He singlehandedly beat Tactimon, a digimon on par and stronger than Blastmon and Lilithmon, Lilithmon being an actual Mega. Fourth, I know of four that were left out and have weird evolutions. Ryouma's Astamon (By that I mean the one Quartzmon first ate and most likely released upon his deletion), Ren's Dracmon, Airu's Oppossumon (As an armor opens up a whole new mess of problems) And three major partners to Taiki, Kiriha and Nene. Mailbirdramon, Beelzebumon (Mega with ultimate being Baalmon), and Mervamon.

As I said, these are my lines. Fusion/Xros Wars did not follow the evolution formula that we know since many of the Digimon in the series lacked levels or were stronger than they should have been. These are the ideas I came up with and plan to use in my projects. As for the Digimon I did not include from the series, I have other evolution lines for them using official existing Digimon.
Oh, and as for the armor thing, that was already f-d over in Data Squad when Drimogemon turned into Digmon without any explanation.

True.... But if you went by the Digimon Story handheld Games, Armors generally had the level of Ultimate

That's debatable. Armors mostly range between the Champion and Ultimate, with the exception of Magnamon and maybe Gold Rapidmon and GoldVeedramon who could be considered Ultimates or Megas.
It's all opinionated I guess.

Speaking of Armor Digimon: Wouldn't you consider OmniShoutmon an Armor Digimon? I mean, it's covered in gold armor. It could be Shoutmon using the Golden Digimental of Miracles to Armor Digivolve.

Actually Magnamon's by far has the biggest range. He couldn't beat the ultimate Kimeramon in 02, could go part with Cherubimon Vice when paired with Rapidmon, Was able to knock Sleipmon out of the sky in Savers, and knocked down 3 VenomMyotismon in Young Hunters with a single shot.
