This is the pattern. Please do not sell this. I am sharing this pattern for free: use it, modify it, reproduce it; just don't sell it.
Make it as big as you like. I created these pattern pieces from a desk calendar. The longest piece is the length of the calendar.
Notes:
1. The only thing that I think might be confusing is the circles on the shell. Those circles are both the pattern pieces for the horns on the shell, and the markers for where you need to sew the horns on. I recommend stuffing and closing the horn pieces individually. Otherwise, they might lose their stuffing to the rest of the back.
2. I ladder-stitched the shell onto the body of the Lapras, so that piece definitely does not match up exactly to the lines on the pattern. However, everything else should match up fine.
3. If you have one eye looking "backwards," you should have the other eye looking "forwards" so that your Lapras doesn't look like it's looking in two different directions. I embroidered the eyes.
4. In order to make the spirals/ears, make sure you sew along the dotted line(s) and cut carefully between your lines of stitches. Ladder stitch them on to the right spots on the head after you turn the whole thing inside out.
5. The belly/back piece needs to be doubled along its width. Consider the pattern to be the belly piece folded in half. I placed the tail piece next to it for reference.
6. Take note that the jaw piece is embedded into the top-of-head piece, the back-of-shell piece is embedded into the belly piece, and the front of neck and back of neck pieces are the same.
7. The horn piece should be approximately the right size, but take note that the top, front horn should be slightly bigger than the others, so you should adjust for that.
I think that addresses everything. This was a pretty easy plush to sew. The hardest part was the shell, but that's mostly because of how I attached it to the back (instead of actually embedding the shape of the shell into the pattern).

Uh, it's hard to explain without creating a long, step-by-step guide. I recommend looking at existing pattern guides (like the ones compiled by Sew-Desu-Ne), analyzing how her pattern pieces fit together, and then comparing her pieces to mine. Like, all plush animals are going to have "belly" and "legs" pieces - see how she puts them together, then follow those instructions for this pattern. I labeled all the pattern pieces for what part of the body they are, so if you have a good understanding of how a stuffed animal works, it should be pretty easy to figure out how they all go together.
