He's nuts, but has better control over his emotions than Extirpon. Which makes him arguably more terrifying. Spectre will target anyone over anything. Extirpon only goes after the especially haughty, pretentious, cruel, and anyone else who pisses him off. Spectre craves punishment of his targets. His power is independent of his targets' emotional states. Extirpon has to feed on the sins of his targets to be strong enough to punish them as he sees fit. Spectre is a fallen angel, like Zarathos. Extirpon is just a man bound by space magic. In a DeathBattle, I'd probably give Spectre the win, unless Extirpon somehow finds a way to separate Spectre from his human host and exploit the host's humanity. But if Spectre can separate Eric from the Marlquaan first, then Extirpon is toast. And this is totally possible Spoliat almost pulled it off. If Spoliat didn't get cocky, lazy, and distracted, he could have stopped Pam from healing Eric. To upset the Spectre, Spoliat would have to make him feel lonely, then feed off the loneliness like Extirpon feeds off pride. Nematode just has to make him angry to undermine him. The Gray Champion could evade Spectre, but would have a very hard time defeating him.

He's not a fallen angel. He's the embodiment of God's wrath. But you are right on his motives. He goes around killing and punishing criminals that are judgeble. He can't kill those who have no guilt or aren't sane, like Scarecrow and the Joker.

He's a fallen angel that can endlessly alter reality across the multiverse that wants to punish the guilty by torturing and killing them s billions of different ways. I think "creepy" is a must for the Spectre. If not "pants-shittingly terrifying".
