This is Ruby Rose, protagonist of RWBY ("Red"), and her signature weapon, the high-caliber rifle / scythe "Crescent Rose". RWBY is a web animation created by Monty Oum and distributed by Rooster Teeth; you can check out all released episodes on YouTube."Drawn as part of the Fated End" indicates that this picture was drawn as an illustration for "Fated End", a long-running D&D 3.5e FR campaign of which I am the DM and illustrator.

I believe that RWBY universe definitely does not follow RW physics, so perhaps it's related to that.
