As a kid, I always found Jessie and James funny as villains(they were like the Boris & Natasha of the Pokemon World.)
But, as an adult..I have to wonder: Why haven't these idiots been arrested, yet!!?
These "disguises" clearly shows that they aren't exactly criminal masterminds,
so I guess the only reason they are still at largeΒ is because the local police forces
of pretty much every city in a Pokemon Region are even dumber than they are.

You have no idea. They are either complete morons, or are corrupt like the guards of Saffron City in Kanto.
Picture this, Saffron is a Hub City that connects different towns in the Kanto region.
If you don't live there, chances are you have to pass through it to get someplace else.
Every way into Saffron is blocked off by guards who claim the road is obstructed,
but will only let you in if you buy them something to drink.
..and, once inside you find no road block. But, the entire city IS under the complete control of Team Rocket.
How on earth did THEY get into the city??!
Someone on the police force is on the take, or something.

to be fair, the only thing TRULY keeping people from figuring out that Clark Kent and Superman are the same guy is a pair of glasses and a slight change in hair style

hey, I never said it was the PERFECT disguise (quite the opposite, really): just pointing out that there ARE worse ones out there then what Team Rocket was using that somehow manage to actually WORK on the majority of individuals within universe, you know?

Yeah, I know. I just find it funny how often their disguises actually work.
But, the 'bushes with legs' one was the most comical.
It like something a little kid might try when playing a game of Hide & Seek.
..or, something Drax might try.

Technically, they should already be rich since they have Meowth on their team.
..And, I don't just mean the fact that he should know "Payday"
There are MANY possibilities when you have a Pokemon that can speak English.
(in fact, quite alot of Pokemon have used Meowth as a living translator when conversing with humans.)

Maybe it doesn't help, but in my head Cannon, there is a man who can speak to Pokemon directly and they can speak back, however, its all in a different language unknown to trainers.

That is similar to a theory that all Pokemon can "talk",
However mental blocks in human brains prevents them from understanding them.
Instead, humans perceive Pokemon "speaking their species name repetitively."
