There's not much backstory about this pony I could give you myself, as I'm not his creator.
What I know from the commissioner, when we discussed it by mail, is that this unicorn stallion admires flyers like Soarin a lot. But, bound to the ground as a unicorn he is; he mostly shows this admiration by styling his mane in a way similar to Soarin. (But never being perfect as his white streaks always curls back and all). That's pretty much it for the back-story as far as I know.

Ah, no sorry I can't do drawing like that, since the others I did some for paid them... I'm only just familiar with keroro gunso too, only watched a few episodes!
For the secret santa thing, it's too late for this year, but next year you should try some that are open to everyone (that is not the case of them all though, so you may have to do some research )

It is twenty dollars and up, depending on the character complexity, but I'm not open at the moment. Christmas drawings are keeping me busy.
