I'm pretty sure they can rattle at that age/size... It just won't be as loud and clear as an adult.

They can do the rattle movement, but because there is only the single prebutton, they can't actually produce any noise. Once they shed for the second time, a new button will be added, however, and at that time, they can start producing their rattle sound.

Yep. They're born with just this single "prebutton" and will gain a new button (rattle segment) with each shed. At this point, they are unable to produce any auditory rattle, but after the next shed, it's first true button will be added, and from then on, a rattle sound can be produced.
