No, its from a game actually. "Super adventure Rockman", which was sadly never released outside of Japan. It was a game made for the Sega Saturn and Playstation. It was an FPS/shooter game, in which often you had to make decisions (go left, go right, fight, run, etc etc). Every choice would result in a different scenario afterwards. For example at some point, you can decide between crossing a river (and instantly fighting Bubbleman if you do), or walking past the river (which leads you to a battle with heatman I think). You're occasionally helped by Protoman, Beat, Rush, and your other "brothers" from Megaman 1, and your enemies consist out of the robot masters of Megaman 2 and 3.
I suggest you google it or youtube it, the cutscenes can be very interesting and fun
