That's an interesting one, depending on how it's looked at. Would the force equate to a similar ability type as Hamon, in that anyone can theoretically use it and some are born with the ability? DIO would have no way to counter force powers, and his lack of natural ranged abilities thus gives Vader the advantage; Of course, with DIO's The World, Vader would be helpless in stopped time, so unless he managed to get a quick kill in before DIO stopped time then he would easily lose.
