If you colorize the motion blur slightly, then increase the contrast you get a pretty cool Sci-fi effect.

I simply draw some quick straight white lines (or dots) on the dark screen and use motion blur, it's kinda easier, no? 8I

Oh hey, I do this same thing too.
You know, what also helps is making several different layers of rain at different sizes and levels of depth to give it a 3D effect.
