Rohana is a complete hypocrite (she's awesome, though). Hates the nerazim for having severed their nerve cords, but when Artanis, who's not only have had his nerve cords severed, but also have gone through the shadow path, comes around, she's all respectful

She's supposed to be from the times when the Conclave were still around. Remember Aldaris from Starcraft 1? How much of an obstructive bureaucrat he was to Tassadar? She's like that. And she didn't have a choice. She's a Preserver. She's supposed to be a living archive of recorded history. Comparing the present to her past was al she could do, and she naturally has a biased perspective. She didn't see the things Artanis and Zeratul saw.
And the thing is, she wasn't forced into changing her mind, about adapting to the circumstances around her. She chose to do so.
I'm guessing that the only reason Artanis got away with it is because he's A) Her commanding officer, B) The leader of her entire race, C) The head of what is left of Protoss civilization. Going up against him too much would be a little counter intuitive.
It only highlights just how much Artanis grew up. From a scout that looked upon us humans as pretty much weak, he saw the nobility of the Terrans and appreciates it. He even fights to help them when the entire Protoss race is at stake and vouches for the human race, because that how he rolls. Tellme, have you seen proud warrior races like Protoss appreciate humans in science fiction before? It doesn't happen often, I tell ya.
