Even though only Chief Wiggum is seen in the picture, this is aimed at all the citizens of Springfield.

In the Simpsons episode, The Boys of Bummer, Bart drops an easily caught pop up and fails to pick it up, which results in his baseball team to lose the game. Everyone is Springfield becomes mad at him and don't let him forget it. I feel that the Springfielders were complete jerks to Bart in this episode. I mean, why go on about one little thing in a baseball game? Everyone makes mistakes.
