Back story:
Cloud ended up with Halo when he was an egg and she cared for him. His mother left him in her care in order to find Cloud's father and has since not been found. Being so young, Cloud does not remember his mom. He cannot speak well and usually ends up making little squeals and baby noises rather than words. He likes to wander off by himself and explore but becomes afraid if he is found alone with a pokemon he doesn't know. Usually, he tries to slip away by using Mist. For some strange reason, Cloud can change in to his weather forms without having the conditions needed by normal castform but the form he changes into is completely random and he has no control as to which form he takes on. But he can change back to normal easily. The blue scarf was a gift from his missing father who disappeared shortly after his egg was given to Halo. His where about and well being are currently unknown.
