Many groups have a problem with this: the default setting of a new folder is open for admins, but closed to the members, so the admins don't notice the problem and wonder why the members submit only to the Featured folder. The reason is, it's the only folder that is open for submissions for them! I hope this tutorial helps the admins to fix the problem.Related content

If you have access to the admin area, then you should see it. It is possible that you don't have the permission to change the settings, but you should still be able to see it. Try to look for it once more, and if not, you can try to contact the help desk - help.deviantart.com/contact/

I followed all of the steps. I went to Admin Area, and clicked members, but for some reason my list doesnt give me the option to look at On Gallery, Members part.

If you did everything, then I'm not really sure what could be the problem. Aren't the members who can't submit contributors in the group? You need to do this for every of the member classes so they can submit... If not, you could try to send me a screenshot of your group setting, and I'll try to see what's wrong.

Took me a bit to figure this out when I first started my group. I hope more people see this, as I see sooooo many groups where only the Featured folder is available to upload to!
