what she did to get that scale effect was take an air brush of a slightly darker blue than the base coat she put on her face and got mesh and sprayed it over it

Well, I don't enjoy giving spoilers, but I'll do my best to avoid giving anything away. After all, you never know who may be watching... If you play through the true pacifist route, there is a point where she does have her hair styled just like that.
