Captain Victory arrives to save the day! But...I wanted to include Captain Victory with this story line, but rather than have him get captured in chapter 1, I had this idea instead.

I'm not sure if it's been asked yet, but wouldn't Captain Victory's powers also be diminished now that he's with the rest of the reduced powered heroes/villains? I think adding some sort of tech attached to each detainee would've helped, but I'm sure you probably thought of that! Great page!

Yes, actually. Once he broke through the walls, his powers became limited and not as strong.
