He's a new character. Moriarty exhibits a very specific aura, which I would like to have full control over. No character from Zootopia fits that image.

Nah, it's more because the 'Sherlock' in Sherlock's clothes is very much in the background here. In the source material he would always wear Tweed but in the series he is just wearing shirts or suits all the time.Β

The best part about the series is that it does have those iconic things, but they include them in a smart way which makes sense in the story. Sherlock's hat is part of his internet identity because he was once photographed with it and it has stuck as his signature asset ever since, despite him never wearing it. Of course he is terribly annoyed by that, haha. His drug problem is also there but he doesn't smoke a pipe - instead he uses nicotine patches. So as you can see, it's all there, but they don't make it obvious, they make it clever.

Oh ok. The hat thing i can understand but as a devoted pipe fan, patches make a very bland reference. Still i could be very fun to read such a tale in Zootopian world.

The european one (Sherlock), and it is far better than the american (Elementary) for the exact reason you stated. That british charm you're missing in Elementary? It's all there in Sherlock. The humor is great, and the cast is just perfect! Can't imagine anyone else as John and Sherlock than Cumberbatch and Freeman.
