Keegan was born to two teenaged parents who gave her up to foster care when she was a baby. Multiple different adoptions fell through due to health concerns and some anger issues- eventually being focused on foster homes in Metropolis that would fall through every couple years. From an early age, Keegan knew that she wanted to identify as a female and started lashing out from being labelled a boy. She got into the wrong crowd and involved in petty fights at school and pickpocketing. At the age of 12, Keegan dropped out of school after grade 6.

One day, Keegan pickpocketed someone who claimed to be an undercover cop at the age of 14 but in reality was taken to be experimented on. The experiments triggered her meta-human abilities of healing and unknown to her captors, paralysis shock. During a transportation between facilities, Keegan shocked the guards and got free. Keegan ended up in the streets of Tampa, Florida. She lived on the streets, pickpocketing and living in an abandoned building.

During this time, Keegan honed her abilities to heal and to knock someone out with her paralysis shock. She heard from other metahumans on the streets about fight rings ran in old building that people paid to go to where metahumans could earn extra cash. Keegan decided to get in on the fights but soon found herself more interested/making more by healing up the fighters for a cut of their profits. During the days, she continued to pick pocket though for extra cash so she could afford clothing to start presenting as female and hoped eventually, no matter how much of a longshot it was, to start hormone therapy.

Some day in 2017, Keegan pickpocketed from a man with pale blond hair who seemed well off. She took his wallet, but he chased her until Keegan hit him with a paralyzing shock. As she was in a nearby alley, counting all the money she snagged, the man literally appeared in front of her out of thin air. When she tried to paralyze him again, her hand went through him.

The man, who called himself Silas, asked for simply the wallet, ID and a photo from it back- not caring from the money as he didn't even try raising his voice during the time. Keegan was surprised and Silas convinced her to go to a nearby restaurant to have lunch with him. Silas explained everything and offered Keegan a place to live and a chance at a better life- through legal channels. She agreed to have Silas house her, but didn't want to be his mentee full time, since they had different morals and Keegan kind of enjoyed doing whatever she wanted. Eventually she told him this, not expecting that Silas would house her any more but he didn't rescind the offer.

Keegan had so many options and resources at her aid now, including hormone therapy and Silas trying to help her get caught up in her education by taking the time to teach her stuff starting from a grade 5 level without judgement. Partly due to habit, and partly from guilt, Keegan continued to go to the underground fight rings to make money to try and earn her keep/prepare for when Silas were to kick her out. But he hadn't yet.

Keegan did start joining Ghost occasionally for some patrols or to fight a villain or two where she stumbled upon her role model (and occasional couch crasher at the Mayhew house) of Hellfire who seemed to have the same types of morals as Keegan. Keegan began to follow and interrogate Hellfire regularly in hopes of being her mentee- which somehow happened whenever Hellfire was available. Ghost, obviously not thrilled with this, let her do this since he trusted Keegan and Hellfire and knew if they needed he'd be there to help.

However, hearing about the large metahuman trafficking rings, Keegan couldn't stay on the sidelines or walk the fence in good conscious when she could be helping to save them and stop this.
