The silhouette watching over them is the culexus assassin (the scary red eyed woman from earlier) with it's helmet on. A culexus carries the pariah gene making them soulless and creepy to normal people and terrifying to psykers (which I figure lofn is partially). People with pariah gene have no warp pressence and often have odd, personalities this can lead to them being called nulls or nobodies.
Because of this, Taldeers comment is still quite true, even though she doesn't realise it.
